The language of the educational process in educational institutions is the state language.
The language of the educational process in educational institutions is the state language (Article 7 of the Law of Ukraine “On Education,” Article 21 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language”).

The state guarantees every citizen of Ukraine the right to receive formal higher education in the state language at state and communal educational institutions. Higher education institutions ensure mandatory instruction in the state language at a level that enables professional activity in the chosen field using the state language.

For individuals belonging to indigenous peoples, national minorities of Ukraine, foreigners, and stateless persons, appropriate conditions are provided for learning the state language. Persons with hearing impairments are guaranteed the right to education in sign language and the study of Ukrainian Sign Language. Foreign language instruction in educational institutions is conducted in the respective foreign language or the state language.

The main legislative requirements for the use of the state language in the educational process in Ukraine’s educational institutions are defined in Article 30 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language.” Education in any form must be conducted in the state language: institutional (full-time [daytime, evening], part-time, distance, networked); individual (external, family [home], pedagogical supervision, on-the-job [at the workplace]); and dual. Educational services are provided in the state language, including via the Internet, television, radio, and mail.

Proficiency in the state language by educational staff
The following persons are required to be proficient in the state language and use it in the performance of their official duties: heads of educational institutions of all forms of ownership (Part 1, Clause 13, Article 9 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language”); teaching, research, and teaching-research staff, except for foreigners or stateless persons invited to educational institutions and/or research institutions on a temporary basis as research, teaching, or teaching-research staff, or as foreign language instructors (Part 1, Clause 14, Article 9 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language”).

The state language is the working language for communication in educational institutions
The state language is used within the educational process during lessons, except for subjects taught in foreign languages or the languages of indigenous peoples and national minorities according to the educational program; in communication between teachers, other staff, and students, as well as among staff members themselves (Letters of the Ministry of Education and Science of Ukraine № 1/16742-23 of October 27, 2023; № 1-9-581 of September 17, 2019; № 1/9-74 of February 1, 2018).

The state language is the working language of scientific, teaching, and other staff in educational institutions. According to Part 1, Article 12 of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language,” meetings, events, and official communications must be conducted in the state language.

Authorized Officer for the Protection of the State Language
By Resolution of the Cabinet of Ministers of Ukraine № 713-р of July 15, 2025, Olena Petrivna Ivanovska was appointed as the Authorized Officer for the Protection of the State Language in Ukraine. The Authorized Officer is an official position. The status, powers, and procedures for exercising authority of the Authorized Officer are defined in Section VIII “Protection of the State Language” (Articles 49–57) of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language.”


Regulations on the Moratorium on the Use of the Russian Language
